Dublin Airport set to remove passenger cap to expand air connectivity

Dublin Airport is preparing to lift its long-standing 32 million annual passenger cap, a restriction introduced in 2007 to manage congestion during Terminal 2 construction.

The Irish Government aims to pass legislation in 2026, enabling the airport to handle higher passenger volumes and strengthen international connectivity.

Transport Minister Darragh O’Brien highlighted the shift in policy, stating the cap “no longer serves its intended purpose and restricts Dublin’s ability to handle growing passenger numbers.” Airlines and tourism stakeholders have long advocated for its removal, citing the limitation’s effect on Ireland’s competitiveness in the European aviation market.

With the cap lifted, airlines will have greater flexibility to introduce additional routes, including long-haul services critical for attracting visitors from the US, Asia, and the Middle East. Dublin Airport has already handled more than 36 million passengers in recent years, demonstrating demand that exceeds the former cap.

While legislative approval is expected, legal considerations remain. An ongoing European Court of Justice case could affect the timeline for full implementation, and the Irish Aviation Authority has noted that airlines have already been operating above the cap without enforcement action.

Infrastructure developments are underway to accommodate expected growth. Dublin Airport plans a new third terminal and runway improvements to increase capacity and service quality.

Industry leaders emphasise that expanded air access will support hotel bookings, events, and regional tourism, aligning Ireland with growing global travel demand.
