Irish Aviation Authority wins Innovation in Safety and Risk Management Award at Aviation Industry Awards 2025

Commended for exemplary performance last year, the Irish Aviation Authority secured the Innovation in Safety and Risk Management Award at the Aviation Industry Awards 2025 for its implementation of EU Ground Handling Regulation, a comprehensive framework that fundamentally reshaped safety protocols across Ireland's aviation infrastructure.

Led by John Heavey, the initiative introduced systematic regulatory oversight where fragmented approaches previously dominated, establishing unified safety standards across ground handling operations nationwide.

The regulation addressed critical gaps in safety culture by mandating structured risk assessment procedures, standardised training protocols, and consistent compliance monitoring across all ground handling service providers. By integrating these requirements into operational frameworks, the Authority eliminated longstanding inconsistencies that had undermined safety coordination between airlines, ground handlers, and airport operators.

Heavey's dissertation research, which underpinned the regulatory development, identified specific vulnerabilities in existing ground handling safety systems and provided evidence-based solutions that informed both national implementation and wider industry training programmes. The work now forms a core component of safety training curricula used across Ireland's aviation sector.

It is a remarkable achievement that his dissertation became a core pillar in training, benefiting stakeholders throughout the aviation sector," the judging panel said.
